			<content:encoded><![CDATA[<p>A family dispute over a father&#8217;s lack of financial support culminated in a heated argument in which all three involved were threatening to kill someone, though the father was the only one of them to try to live up to his word, police said.</p>
<p style="margin-top: 0px">In an argument over money July 22, Maurice Greenidge Sr. went after his two sons with a butcher knife in each hand and ended up cutting one son across his head and ear, causing him to lose an earring and get stitches at Luis Hospital, according to a statement from V.I. Police Detective Gregory Charlery.</p>
<p style="margin-top: 0px">Greenidge, 40, was arrested early Friday morning on a warrant and appeared before V.I. Superior Court Magistrate Judge Miguel Camacho just hours later to be advised of his rights.</p>
<p style="margin-top: 0px">Greenidge was charged with brandishing a deadly weapon,<a href="http://www.discountiffany.com/tiffany-money-clips-c-7.html" target="_blank"><b>discount tiffany money clips</b></a>, third-degree assault, disturbing the peace with threats and domestic violence.</p>
<p style="margin-top: 0px">The sons told similar stories to police.</p>
<p style="margin-top: 0px">They went to their father&#8217;s house in Estate Morningstar around 1:30 p.m. July 22 and returned a keyboard they had borrowed, Charlery said. One then asked his father for some money for a third brother,<a href="http://www.discountiffany.com/" target="_blank"><b>tiffany jewellery</b></a>, who was in prison and needed money for his commissary account at Golden Grove Adult Correctional Facility, according to Charlery.</p>
<p style="margin-top: 0px">Greenidge brushed them off, at which point one of his sons told him he never supported them financially, Charlery said.</p>
<p style="margin-top: 0px">Greenidge reacted by telling his son: &quot;I&#8217;ll put corn on you&quot; &#8212; basically,<a href="http://www.discountiffany.com/tiffany-keys-c-19.html" target="_blank"><b>tiffany keys</b></a>, a threat to shoot and kill his son, Charlery said.</p>
<p style="margin-top: 0px">There were then a flurry of threats to kill each other that went back and forth between the two sons and their father, Charlery said.</p>
<p style="margin-top: 0px">Greenidge then went inside and emerged with a butcher knife in each hand as his sons were getting back into their car,<a href="http://www.discountiffany.com/tiffany-rings-c-6.html" target="_blank"><b>rings</b></a>, Charlery said. Greenidge went after both of his boys, cutting one across the head and ear, according to Charlery.</p>
<p style="margin-top: 0px">The two sons armed themselves &#8212; one with a stone and the other with a pocketknife &#8212; and tried to ward off their father&#8217;s advances, they told police.</p>
<p style="margin-top: 0px">They eventually made it away and to Luis Hospital, where the injured man received stitches, police said.</p>
<p style="margin-top: 0px">When investigators arrived, they found blood splatters and what appeared to be a diamond earring on the ground, Charlery said.</p>
<p style="margin-top: 0px">Greenidge was released on a $31,<a href="http://www.discountiffany.com/tiffany-pendants-c-3.html" target="_blank"><b>cheap tiffany Pendants</b></a>,500 unsecured bond and a $3,500 secured bond.</p>
<p style="margin-top: 0px">He was scheduled to be arraigned Sept. 22.</p>

<p style="margin-top: 0px">The project, known as &quot;Wawanet,&quot; will use text messaging via mobile telephones to enhance the health of mothers and infants by enabling them to receive customized advice on nutrition and potential problems during pregnancy. In addition, the project,<a href="http://www.discountiffany.com/" target="_blank"><b>tiffany</b></a>, with support from the IDB&#8217;s Division of Science and Technology, aspires to integrate a system of clinical histories through mobile technology,<a href="http://www.discountiffany.com/tiffany-necklaces-c-5.html" target="_blank"><b>necklaces</b></a>, seeking to improve information systems that serve mothers and infants.</p>
<p style="margin-top: 0px">The pilot program will take place in the province of Callao, initially benefiting 5,000 pregnant mothers in a community where UPCH has been working on maternal health projects since the beginning of 2009.</p>
<p style="margin-top: 0px">The project is headed by Dr. Walter H. Curioso, a physician and investigative professor at UPCH, and Dr. Patricia Garcia, a physician and professor at the Faculty for Public Health in UPCH.</p>
<p style="margin-top: 0px">Curioso said that this project seeks to develop a solution to the problems of maternal mortality in Peru, emphasizing that an improvement in the health of mothers and infants would also contribute to Peru&#8217;s attainment of the Millennium Development Goals.</p>
<p style="margin-top: 0px">Likewise, Garcia pointed out that this is a valuable opportunity to create a strategic alliance between the IDB, and the health sector of Callao, the local government of Callao, and UPCH in order to promote health, education, science and technology.</p>
<p style="margin-top: 0px">&quot;To deliver health services using cellular phones in a systematic manner is one of the challenges of the development of digital technology at the start of the twenty first century,&quot; said Rafael Anta, specialist in the IDB&#8217;s Division of Science and Technology. Therefore, the project will include an impact study and a review of possible business models that could enable it to be scaled-up to the national level.</p>

<p style="margin-top: 0px">Judge Catherine Eagles of Forsyth Superior Court vacated this week the conviction of Tanesha Elaine Meekins and ordered a new trial.</p>
<p style="margin-top: 0px">A Forsyth County jury convicted Meekins on March 18 of robbery with a dangerous weapon and carrying a concealed weapon. The jury found Meekins not guilty of possession of marijuana. The trial was contentious, as Meekins&#8217; attorney at the time,<a href="http://www.discountiffany.com/tiffany-earrings-c-4.html" target="_blank"><b>earrings</b></a>, Raymond Marshall, repeatedly clashed with Eagles.</p>
<p style="margin-top: 0px">After the trial, Judge W. Erwin Spainhour of Forsyth Superior Court issued a public censure against Marshall. A censure is a public reprimand that allows a lawyer to continue practicing.</p>
<p style="margin-top: 0px">Spainhour found that Marshall had back pain and was distracted because of a family member&#8217;s medical condition, circumstances that were not likely to arise again.</p>
<p style="margin-top: 0px">In the order issued Monday,<a href="http://www.discountiffany.com/" target="_blank"><b>tiffany</b></a>, Eagles ruled that Marshall&#8217;s performance &quot;fell below an objective standard of reasonableness,<a href="http://www.discountiffany.com/tiffany-rings-c-6.html" target="_blank"><b>rings</b></a>,&quot; and that his &quot;misconduct negatively permeated the atmosphere in the courtroom.&quot; Because of Marshall&#8217;s conduct, Meekins did not receive a fair trial, the motion said.</p>
<p style="margin-top: 0px">Marshall declined to comment yesterday.</p>
<p style="margin-top: 0px">Eagles cited a number of instances during the trial in which she says that Marshall exhibited unprofessional conduct, including that he made faces to show his dissatisfaction with certain court rulings, and that he repeatedly argued with Eagles during the trial. Eagles ended Marshall&#8217;s closing argument early because, she said, it was improper.</p>
<p style="margin-top: 0px">Clark Fischer, who is Meekins&#8217; new attorney,<a href="http://www.discountiffany.com/tiffany-pendants-c-3.html" target="_blank"><b>pendants</b></a>, said it was clear to him that she did not get a fair trial.</p>
<p style="margin-top: 0px">&quot;I have been doing this for 30 years,<a href="http://www.discountiffany.com/tiffany-bracelets-c-2.html" target="_blank"><b>bracelets</b></a>, and I have never seen a trial transcript with the number of irregularities that this one had in it,&quot; he said.</p>
<p style="margin-top: 0px">Fischer said that the next step is to have a hearing for Meekins to see if she can be released while awaiting trial. A trial date hasn&#8217;t been set.</p>

<p style="margin-top: 0px">Montgomery County District Attorney Risa Vetri Ferman said her office had been notified of the accident but would take no action. She termed the boy&#8217;s death a &quot;horrible, unimaginable,<a href="http://www.discountiffany.com/tiffany-rings-c-6.html" target="_blank"><b>rings</b></a>, tragic accident.&quot;</p>
<p style="margin-top: 0px">Livingood said the vehicle was a 1996 Chevrolet Suburban that had been inspected and appeared to be in good repair.</p>

<p style="margin-top: 0px">Illinois officials estimate that video gambling, legalized last summer by legislators and Gov. Patrick J. Quinn, will generate more than $1 billion a year in total revenues from at least 45,<a href="http://www.discountiffany.com/tiffany-rings-c-6.html" target="_blank"><b>rings</b></a>,000 new machines across the state. The video gambling revenues will be taxed at 30 percent.</p>
<p style="margin-top: 0px">That would mean hundreds of millions of dollars for the financially struggling state, making it the most important source of money for Illinois&#8217;s first major spending spree on public works in a decade, officials predict. Proponents promise a long list of construction projects, like school and park fieldhouse renovations, new streetlights and rapid transit improvements.</p>
<p style="margin-top: 0px">But a deeper look reveals that the state will receive a far less lucrative deal from gambling than did other states that have adopted similar video gambling plans. The new gambling initiative is a richer deal for Illinois&#8217;s politically connected video gambling industry than for similar operators in other states. Moreover,<a href="http://www.discountiffany.com/tiffany-necklaces-c-5.html" target="_blank"><b>necklaces</b></a>, state regulators say it will be nearly impossible for them to police the new form of gambling as closely as they scrutinize the state&#8217;s casinos.</p>
<p style="margin-top: 0px">Concerns about the regulation of gambling have festered since the days of Al Capone and could make the passage of a Chicago video machine ordinance far less certain than Mr. Pope predicted. Mayor Richard M. Daley has not yet publicly endorsed the issue, and if Chicago does not approve video gambling, the state&#8217;s potential new source of revenue would decrease sharply.</p>
<p style="margin-top: 0px">If video gambling does become a reality, the vast majority &#8212; 70 percent &#8212; of revenues from the new machines will be divided evenly between the liquor license holders and the companies licensed by the state to own and operate the new gambling terminals.</p>
<p style="margin-top: 0px">The state&#8217;s share from video gambling is set at 25 percent, and 5 percent of total gambling-machine revenues are left for municipalities. Even at that low rate, Illinois projects a potential $534 million a year in tax revenue.</p>
<p style="margin-top: 0px">Illinois&#8217;s share of video gambling revenue is in stark contrast to the situation for the state&#8217;s nine casinos, and a 10th planned in Des Plaines. The casinos must turn over in taxes as much as 50 percent of what they earn.</p>
<p style="margin-top: 0px">The new video betting legislation in Illinois is also far more lucrative for the gaming industry than in other states with similar laws. In South Dakota and West Virginia, the state gets 50 percent of what is earned at video gambling terminals in liquor-licensed establishments. In Oregon, where the state owns and operates the machines, the share jumps to 73 percent.</p>
<p style="margin-top: 0px">&quot;Why are they giving this away for so little?&quot; said Bridget Gainer, a Cook County commissioner who supported a measure banning video gambling in the unincorporated parts of the county. &quot;In a rush to please the industry, we got stuck with a terrible deal.&quot;</p>
<p style="margin-top: 0px">In forging the deal in Springfield, the gambling industry benefited from lobbyists with close connections to government leaders. One lobbyist, Joseph Berrios, is chairman of the Cook County Democratic Party and a close ally of Michael J. Madigan, the Illinois House speaker. Another is Tom Cullen, who worked for Mr. Madigan for 12 years, according to the organization&#8217;s Web site.</p>
<p style="margin-top: 0px">Video Gaming Technologies, a major manufacturer in Tennessee, also employs clout-heavy lobbyists: the firm of Michael Kasper, lawyer and treasurer for Mr. Madigan&#8217;s state Democratic Party organization. Mr. Kasper&#8217;s firm also includes David Dring, the former spokesman for Tom Cross, the Illinois House Republican leader.</p>
<p style="margin-top: 0px">The legislation received bipartisan support in both chambers of the General Assembly, and Governor Quinn signed it into law in July.</p>
<p style="margin-top: 0px">Even as the state is preparing to allow installation of gambling machines by the end of the year, regulators say they lack the resources to properly police the new form of gambling, as well as the manpower to scrutinize the machine makers, the terminal operators and the thousands of businesses that could agree to install the machines. The Illinois Gaming Board said it would have to at least double its staff of 150 to do what is required.</p>
<p style="margin-top: 0px">&quot;You have to understand, it&#8217;s a completely different industry,&quot; Aaron Jaffe, the board chairman, said after a board meeting this week.</p>
<p style="margin-top: 0px">&quot;In a casino,&quot; Mr. Jaffe said, &quot;everything is confined in one area. We have our state police there. We have our revenue agents there. We have video cameras all over the place. With video poker, there are about 15,000 liquor licenses in the state.&quot;</p>
<p style="margin-top: 0px">The law legalizing video gambling came together so quickly that Mr. Jaffe said he had &quot;no idea&quot; whether the state&#8217;s financial projections were accurate.</p>
<p style="margin-top: 0px">The revenue numbers hinge on whether Chicago is involved. Without its participation, state fiscal analysts say, the amount the state gets from the machines could plummet as much as $177.7 million. They had estimated that, with Chicago on board, video poker would produce $287.5 million to $534.2 million a year for Illinois.</p>
<p style="margin-top: 0px">More than 70 municipalities, most in the Chicago suburbs, have prohibited the machines.</p>
<p style="margin-top: 0px">To stem the tide of municipalities that opt out, and to make certain that Chicago opts in, business and labor leaders have joined forces and recruited the public relations and political consulting firm of Greg Goldner, a former campaign manager and aide to Mayor Daley. In November, Mr. Goldner formed a public advocacy group and gave it a populist-sounding name: Back to Work Illinois. The group&#8217;s initial budget of up to $700,000 is financed entirely by a Las Vegas-based trade group for video terminal makers and the state association of machine operators, Mr. Goldner said.</p>
<p style="margin-top: 0px">He said his company had contacted more than 40 of Chicago&#8217;s 50 aldermen and sent materials about video gambling to Mayor Daley&#8217;s office.</p>
<p style="margin-top: 0px">Despite the lobbying efforts, many aldermen remain uncommitted.</p>
<p style="margin-top: 0px">&quot;I&#8217;m not sure these sources are where we want to go as a city,&quot; said Alderman Thomas Tunney, whose 44th Ward includes the bar district around Wrigley Field. &quot;At what point does the drive for revenue supersede other issues?&quot;</p>
<p style="margin-top: 0px">The state long has allowed video game machines for amusement only, but that restriction is frequently flouted. As Mr. Gardner tried to drum up support at the meeting with tavern owners last month, he warned that anybody caught with a machine illegally paying out winnings will be banned from the new legal form of video gambling.</p>
<p style="margin-top: 0px">Mingling in the crowd was Anthony Abruzzo,<a href="http://www.discountiffany.com/tiffany-cuff-links-c-8.html" target="_blank"><b>cuff Links</b></a>, whose new company, Midwest Gaming Technologies, plans to install and maintain video gambling machines. Mr. Abruzzo said he heard about the meeting from Sam Panayotovich, a former state legislator who works for Mr. Berrios&#8217;s Springfield lobbying firm.</p>

			<content:encoded><![CDATA[<p>A state appellate court has upheld the seven-year prison sentence of a Linda man who severely beat his live-in girlfriend about a year after killing her cat and stringing up its organs.</p>
<p style="margin-top: 0px">In the month prior to the December 2008 beating, Robert MIchael Gray, then 21, told the girlfriend,<a href="http://www.sterlingtiffany.com/" target="_blank"><b>tiffany</b></a>, identified in a court document as K.P., that, &quot;I won&#8217;t put you 6 (feet) under I will go 7 feet under for possible room for me,&quot; according to a letter written to a Yuba County judge by K.P.&#8217;s mother.</p>
<p style="margin-top: 0px">Gray appealed his conviction because the letter was forged by the mother on behalf of K.P. But 3rd District Court of Appeal justices said Gray and his attorney failed to object in Yuba County Superior Court, and that the mother&#8217;s account of the threat could still be considered in sentencing.</p>
<p style="margin-top: 0px">Gray also told K.P.,<a href="http://www.discountiffany.com/tiffany-bracelets-c-2.html" target="_blank"><b>bracelets</b></a>, &quot;If I can&#8217;t have you, no one will,&quot; according to the letter.</p>
<p style="margin-top: 0px">K.P. asked the Yuba County judge to disregard the mother&#8217;s letter. In her own letter, she asked that Gray get &quot;some jail time&quot; and &quot;more than just drug treatments.&quot;</p>
<p style="margin-top: 0px">K.P. suffered four broken orbital bones around her left eye and was expected to undergo surgery at a cost of $75,000. She subsequently moved from the area out of fear, according to the 24-page appellate court document issued last week.</p>
<p style="margin-top: 0px">&quot;She feared for her own safety and her fear was reasonable under the circumstances since approximately one year prior (Gray) killed the victim&#8217;s cat by throwing it at the ground like a basketball and then stomping on it, dissecting it and stringing up its organs,&quot; Justice Cole Blease wrote.</p>
<p style="margin-top: 0px">At sentencing in February 2009, a Sutter County Probation Department report indicated Gray had no significant criminal record as an adult. But, as a juvenile, Gray once threatened his stepfather with a knife.</p>
<p style="margin-top: 0px">&quot;Attached to the probation report were letters from (Gray&#8217;s) father, mother, stepfather, stepmother and godfather, each of which spoke to some degree to defendant&#8217;s problems with anger and substance abuse,&quot; Blease wrote.</p>

That particular branch &quot;has an event called &#8216;Share What You Wear,&#8217;&quot; and that&#8217;s kind of where the idea came from,&quot; Etter said. &quot;But, we do our own thing and have our own little quirks.&quot;</p>
<p style="margin-top: 0px">In fact, the name of the event comes from the Bible verse 1 John 4:19, which states, &quot;We love because He first loved us.&quot; Etter noted that the verse is about loving, so it&#8217;s only fitting that the church wanted to &quot;give stuff away&quot; to people in need.</p>
<p style="margin-top: 0px">The church began its advertising campaign in April, and accepted donations until last Saturday, July 31. Donations of gently used clothes have mostly come from individuals, but some consignment shops pitched in, as well.</p>
<p style="margin-top: 0px">&quot;I know I&#8217;ve had people mention to me that they really wanted to give their clothes to somewhere people could come and not have to pay for them, as opposed to someplace where they could get them for cheaper,&quot; Etter said. &quot;Everyone&#8217;s been very gracious in giving their items, very helpful.&quot;</p>

<p style="margin-top: 0px">Despite the urging of several who spoke during the public hearing on the issue, Aiken County Council approved by a majority to put the referendum on the ballot this year instead of postponing it until 2011. And, in turn, approved the lengthy list of projects that would be funded by the sales tax revenue if the referendum passes.</p>
<p style="margin-top: 0px">Several members of Council, by their own admission, were undecided on the referendum&#8217;s timing up until the moment the vote was taken. Ultimately, however,<a href="http://www.discountiffany.com/tiffany-earrings-c-4.html" target="_blank"><b>earrings</b></a>, they said they had no desire to spend taxpayer money on a 2011 special election. Nor did they want to risk low voter turnout, for which special elections are notorious. More people are expected to be drawn to the polls this November eager for the chance to shape state leadership in races for governor, lieutenant governor,<a href="http://www.discountiffany.com/tiffany-cuff-links-c-8.html" target="_blank"><b>cuff Links</b></a>, superintendent of education and others.</p>
<p style="margin-top: 0px">&quot;I don&#8217;t believe we should ever have a vote on a tax in a special election,&quot; Councilwoman Kathy Rawls said.</p>
<p style="margin-top: 0px">Yet, the majority of those who addressed Council Tuesday, encouraged the body to delay the referendum for one year citing the electorate&#8217;s frustration with perceived government mismanagement of money &#8212; more specifically on the state and federal level &#8212; and with taxes in general.</p>
<p style="margin-top: 0px">&quot;We&#8217;re all very much aware of how angry people are. They are frustrated with taxes &#8230; and the loss of individual rights. I recommend holding off one year. The taxpayers&#8217; attitude may change,<a href="http://www.discountiffany.com/" target="_blank"><b>tiffany</b></a>,&quot; said Pete Seaha, chairman of the Aiken County TEA Party.</p>
<p style="margin-top: 0px">Others took issue, not only with the very idea of the tax, but with the projects it proposes to fund. One woman scoffed what she called &quot;fluff&quot; projects.</p>
<p style="margin-top: 0px">&quot;Playgrounds. Why do we need new playgrounds? It is not the job of government to provide those things,&quot; she said.</p>
<p style="margin-top: 0px">Councilman Gary Bunker argued that one man&#8217;s fluff is another man&#8217;s needs but did note he was &quot;dismayed&quot; the City of Aiken chose to keep the Railroad Depot on its list.</p>
<p style="margin-top: 0px">Councilman Willar Hightower voted in opposition to the ordinance proposing the tax&#8217;s continuation.</p>
<p style="margin-top: 0px">&quot;I don&#8217;t like a sales tax to fund basic government functions,&quot; he said. &quot;When I look at the list, for the most part it is good. But, there seemed to be a mood this year of,<a href="http://www.discountiffany.com/tiffany-rings-c-6.html" target="_blank"><b>rings</b></a>, &#8216;We don&#8217;t want to fund certain organizations.&#8217; Railroad Depot funding is not what you want to do. But there are other worthy organizations, like the Cumbee Center.&quot;</p>
<p style="margin-top: 0px">Councilwoman LaWana McKenzie was absent.</p>
<p style="margin-top: 0px">The Capital Projects Sales Tax is a special one-cent option sales tax applying to the gross proceeds of sales in Aiken County, excluding unprepared food if it is purchased with food stamps. County Administrator Clay Killian has estimated the total take from round three would be anywhere between $130 million to $145 million.</p>
<p style="margin-top: 0px">This will be the third renewal. Each reimposed tax must not exceed seven years from the date of reimposition. It will not be another penny collected on top of the current one.</p>
<p style="margin-top: 0px">If voters do not pass it in November, the referendum cannot be reintroduced until 2012. The current round is expected to expire in the first quarter of 2012.</p>
<p style="margin-top: 0px">&quot;I am not so sure the next four years are going to be a heck of a lot of fun without the Capital Projects Sales Tax,&quot; said Councilman Scott Singer.</p>
